The TRiUMPh Program replaces a federal contractor registry padded with paper companies with 100,000 qualified, profitable, U.S.-owned businesses in the sectors the Government needs most — and gives every one of them expert help to get fully set up to compete. No grants. No handouts. Guidance, from people who have built businesses.

    Qualify.

    If the program is established, you will consent to a one-time IRS verification of your operating history, revenue, and profitability. No documents to upload. No identity-based preferences — ever.

  3. 03

    Get matched.

    A business consultant from the program's national network is assigned to your company. Someone who has built and sold to the government before.

  4. 04

    Get set up.

    SAM registration, NAICS and PSC codes, capability statement, past-performance record, web presence, and introductions to the agencies that buy what you make. You are ready to compete.

Who qualifies

You likely qualify if…

  • Organized in the U.S. with a real U.S. location
  • Majority-owned by U.S. citizens or permanent residents
  • At least three years in operation
  • Meets a minimum annual revenue threshold
  • Profitable in at least two of the last three years
  • Principal revenue from one of the twelve sectors
  • No federal debarment or unresolved tax delinquency
  • Has not held a significant federal prime contract before

This program is not for…

  • Shell or paper companies
  • Businesses already established in federal contracting
  • Businesses outside the designated sectors
  • Startups without an operating track record
  • Anyone seeking a grant or loan — this program provides services, not money
